A July 31 Philippine Star report says the Department of Labor and Employment (DOLE) confirmed that the Pasig City Regional Trial Court issued a Status Quo Ante Order (SQAO). The order is reported as dated July 24, 2026, one day before NCR-27's stated effectivity. A August 4 follow-up identifies Pasig RTC Branch 152 as the court handling the case. The order reportedly maintained the wage status quo and restored the pre-NCR-27 daily rates of PHP 695 and PHP 658.
However, the live NWPC NCR page still prominently displays PHP 755 / PHP 718 and labels NCR-27 effective July 25 as of August 4. Because the regulator page and the reported court status conflict, employers should confirm the latest binding directive with DOLE or RTWPB-NCR, or consult counsel, before finalizing payroll. Wage Order No. NCR-27 announced a total daily increase of ₱85, with planned full rates of ₱780 for non-agriculture workers and ₱743 for covered agriculture and small establishments. The reported SQAO calls the implementation status into question, so the schedule below is presented with both the court report and the still-live NWPC listing.
Understanding the Basics: What is Minimum Wage
Minimum wage is the lowest legal daily or monthly wage that an employer is required to pay to their employees. It serves as a protective measure, intended to establish a base level of income that enables workers to meet their basic needs. Minimum wage laws are enforced by the government and adjusted periodically to account for inflation and changing economic conditions.
In the Philippines, wages are set per region by the Regional Tripartite Wages and Productivity Boards (RTWPBs). For Manila and the surrounding cities, the applicable rates come from the NCR wage board. What's the Current Manila Minimum Wage in 2026?
There is no safe unconditional answer from the public pages checked on August 4, 2026. The DOLE-confirmed SQAO report indicates that the pre-NCR-27 wage status quo was maintained: PHP 695 for non-agriculture workers and PHP 658 for covered agriculture, service/retail, and small manufacturing establishments. At the same time, the live NWPC NCR page displays PHP 755 / PHP 718 as the current range and calls NCR-27 effective July 25.
NCR-27 scheduled the ₱85 increase in two tranches: ₱60 on July 25, 2026 and an additional ₱25 on January 20, 2027. The reported July 24 SQAO and any later court or agency directives determine whether and when those rates must be applied.

This geographic table does not resolve the conflicting public guidance. Employers in every listed locality should confirm the binding rate before finalizing payroll.
Implementation and Impact
DOLE estimated that Wage Order No. NCR-27 would directly affect around 1.1 million minimum wage workers in the region. Its implementation is now subject to the reported SQAO and any later court or agency directives.
NCR-27 materials publish the following application-based exemption categories:
- Retail establishments regularly employing no more than ten workers.
- Service establishments regularly employing no more than ten workers.
- Establishments adversely affected by natural calamities or human-induced disasters. NWPC says the establishment must be in an area under a state of calamity and the event must have occurred within six months before the order took effect; if it occurs during the order's life, an exemption may cover only tranches not yet implemented.
Applications and supporting documents must be filed with RTWPB-NCR in three copies by September 22, 2026 (75 days from publication). The retail and service checklists require an application under oath, a sworn undertaking covering employee count and employment duration, proof that workers were notified, confirmation of compliance with the previous wage order, the appropriate SEC/CDA/DTI registration, and a certified current business permit. Missing documents must be completed within ten days after notice or the application may be dismissed. Approval is not automatic; a denied applicant owes the increase retroactive to effectivity plus one percent simple interest per month.
BMBEs are treated separately. Section 8 of the Barangay Micro Business Enterprises Act of 2002 (Republic Act No. 9178) exempts registered BMBEs from minimum-wage-law coverage; their employees remain entitled to social security and healthcare benefits. This statutory treatment is not an NCR-27 exemption application. Confirm that the enterprise has a valid BMBE Certificate of Authority.
Employers should monitor official DOLE, NWPC, and RTWPB-NCR announcements and confirm the latest binding directive before processing or adjusting payroll.
